The dumbest ideas for villains ever!

There have been many villains have withstood the test of time, like the Joker, Lex Luthor, the Wicked Witch of The West, MODOK, Doc-Ock, Green Goblin, and such.
But...! There are some villains that have proven to sound incredibly dumb in the eyes of certain people (myself amongst them).

Yes, this topic is where we discuss who believe to be the stupidest-sounding villains we've ever known.

For instance:

Ever heard of that Ska band, the Aquabats? Well, let me tell you about the villains they come up with. Take Powered Milkman for example. His backstory is that back in his childhood in Sweden, his father was a dairy farmer, but an economic depression forced his family to buy powered milk to save money. The would-be villain grew quite bitter at the world for drinking real milk that his family's cows made while he drank powdered milk, so at adulthood, he became a hazmat suit-wearing villain who went around forcing people to drink powdered milk and also attempting to replace all the real milk in the world with powdered milk, but not when the superhero Ska musicians known as the Aquabats have anything to say about it!

Another instance of dumb ideas for villains, is the nerdy-looking Wacky Protestor from the Bibleman series.

The Wacky Protestor (a more fitting name for him would be "Nasty Nerd"), like most other villains of the series, is a demon/evil spirit from Hell, and is also the reincarnation of another villain, Primordious Drool (the self-proclaimed intergalactic desperado of destruction). Nasty Nerd--I mean Wacky Protestor, is a scientific genius, who uses his resources to cause trouble. Like all other villains in the series, WP can only be defeated with verses from the Holy Bible. The Bibleman villains are as idiotic-sounding as they come, as they're supposed to be demons from the flaming bowels of Hell, sent by the Devil to lead worshippers astray.

They do sound really weird.

Nope well the name he green goblen soung weird.

The Green Goblin is a famous villain. We're talking about villains that dumb sound, like, um, the Regurgitator from Phineas & Ferb.

I know but ading anator at the end makes it cool.

Also, they made Captain Hook look like a schoolyard bully in Jake and the Neverland Pirates.
